今天要处理的原文是上周的一个热点新闻：

通知还特别提出鼓励家庭根据需要储存一定数量的生活必需品，满足日常生活和突发情况需要；加强应急投放网络建设，优化应急投放集散地和投放网点，确保投放渠道畅通有效；充分利用大型连锁商贸企业网络优势，保障在重要时段和紧急情况下商贸供应网络正常运营；及时发布商品市场供求和价格信息，稳定社会预期。
政府公文的典型大长句，必定是要断句的。这句话可以先无脑地从分号处去断。
第一小句
各地商务主管部门要紧紧围绕保供稳价工作目标，压实“菜篮子”市长负责制，细化工作措施。
围绕、压实、细化——3个并列的谓语
“保供稳价”在今年的政府工作报告中也提到过，“保、稳”是一样的意思，可以只处理一次：
加强生活必需品保供稳价,居民消费价格上涨2.5％。The supply and price stability of daily necessities was ensured; the consumer price index (CPI) posted a 2.5 percent growth.
保供稳价工作目标——中心词是“目标”，“保供稳价”则是它的修饰词；或者，我们可以把“保供稳价”理解为“工作目标”的具体内容，直接省译“工作目标”；
又比如，在讲到抗疫过程中，大家上下同心，众志成城。
这两句传达的都是“团结”之意，只不过“众志成城”还有点隐喻的手法，因此考虑将其中蕴含的“团结”之意合并，“成城”另译：
unite as one like a fortress
“压实...负责制”，其实就是要切实贯彻这样的制度：implement the practice of...
“细化工作措施”，即为要采取详细的措施。
写一个供参考：
Local commerce departments should focus on ensuring supply and stable prices, implement the practice of holding city mayors responsible for the “vegetable basket” (non-grain food supply), and introduce refined measures.
另外，我们可以把这一小句再抽丝剥茧。“围绕保供稳价工作目标”算是一个基本方针，把它单独处理出来：
Local commerce authorities/departments should focus on stabilizing food supply and prices/keeping the food supply and prices stable.
“细化工作措施”则可以与“压实负责制”糅合到一起，放到状语的部分：
The system of city mayors taking responsibility for the “vegetable basket” should be enforced with detailed action plans.
第二小句
强化横向协作与纵向联动，加强与有关部门的工作协调，形成工作合力。

若增补主语，本段的逻辑主语均为“各地商务主管部门”，可以适当地换词，比如此处可用local authorities。
横向协作的概念要先弄清楚，否则不好处理准确：横向协作是协调公司组织机构中各个机构和岗位之间的工作关系 。因此，必须超越部门和岗位之间的限制、必须跨部门和岗位进行，以协调相互之间的职能，达到共同完成任务的目的。
纵向联动：联动，原意是指若干个相关联的事物，一个运动或变化时，其他的也跟着运动或变化，即联合行动。
分别取关键词：协调、联合行动，interrelation, cooperation。涉及到不同层级之间的协调联动，可以灵活运用tiered一词。
到这里我们可以发现，强化横向协作、纵向联动、加强工作协调——这部分的表达是存在重复的，所以需要去掉重复的部分
形成工作合力则为强化、加强的目的，处理为状语：
Local authorities should form a tiered working system of interrelation and cooperation links with competent departments. Collaboration and interaction between departments should be enhanced for synergy.
第三小句
建立完善省际间和本地区联保联供机制，健全有关工作方案，根据形势及时开展跨区域调运。
无主句，可以给它补一个主语。可以看出，这3个小句子都是要做的工作、努力，所以我们可以额增补一个efforts, 即Efforts should be made to....
3个并列动词：建立完善、健全、开展
“健全”最好不要再处理为improve了，可以把它后移为“工作方案”的修饰词，即sound work proposals, 如此一来，就可以搭配动词adopt：
Efforts should be made to improve the interprovincial and local supply chains, adopt sound work proposals, and conduct cross-regional allocation of supply as needed.
第二种思路：可以直接全部处理为被动，同时做一些整合：
健全工作方案是“建立完善机制”的进一步动作，把它处理为伴随状语挂上去：
The inter-provincial and local joint supply protection mechanism should be put in place with comprehensive work plans.
剩下的一句可以单独处理：
Cross-region allocation and transportation should be timely implemented depending on the situation.
第四小句
加强市场运行监测，每日跟踪蔬菜、肉类等重点生活必需品供求和价格变化情况，及时预测，及早预警。
监测：keep track of/monitor
及时预测，及早预警是监测、跟踪的目的，处理为目的状语：for /to allow timely forecasts and early warnings
“每日跟踪...”可以理解为“运行监测”的具体内容，所以此处可以采用破折号，来引出具体的内容
写一个译文：
Commerce departments need to keep better track of market conditions — the changes in the supply & demand and the price of critical daily necessities, such as vegetables and meat, should be tracked daily for timely forecasts and early warnings.
主干部分也可直接用and连接，表示递进：
More efforts should be invested in monitoring market operation and tracking the supply and prices of vegetables, meat and other key necessities daily, to allow/for timely forecasts and early warning.
再看第二段：

主语：通知——the Notice,或者用代词it. 因为这是节选的部分内容，前面一定出现过了；
特别提出——可以提到句前：in particular；
满足...是“储存”的目的，处理为目的状语：to meet....
写个译文：
In particular, the Notice encouraged households to store a certain amount of daily necessities to meet the needs of everyday life and emergencies.
stock up on/stockpile这两个词也能表示储存，不过是大量储存，似乎不太符合人家商务部的本意。
第二小句：
加强应急投放网络建设，优化应急投放集散地和投放网点，确保投放渠道畅通有效。
无主句，还是两种选择。
第一种：增补逻辑主语local authorities。
加强beef up: PHRASAL VERB If you beef up something, you increase, strengthen, or improve it.
优化optimize，确保ensure。
3个谓语动词并列：
It also mentioned that local authorities should beef up the distribution network of emergency supplies, optimize the distribution centers and outlets, and make sure that the distribution channels fully function.
第二种：处理为被动
同时“确保...”其实“加强、优化”的目的，可以处理为目的状语：for smooth and effective delivery：
The emergency delivery network should be improved by optimizing emergency delivery centers and outlets and ensuring channels for smooth and effective delivery.
第三小句
充分利用大型连锁商贸企业网络优势，保障在重要时段和紧急情况下商贸供应网络正常运营。
无主句，增补逻辑主语或被动。主语换个表达避免重复：Government departments
利用：tap into
网络优势, 可以反过来想：具有优势的网络：superior networks of...
重要时段，“重要”最好不要直接处理为important, 这里更多的是“非常时刻”的感觉，critical比较合适：serious, uncertain and possibly dangerous 严重的；不稳定的；可能有危险的，比如下面这个例句：
a critical moment in our country's history 我国历史上的危急关头
写两个译文：
Government departments should fully tap into the advantage of the system of large chain businesses and ensure the normal operation of supply networks in critical hours and emergency circumstances.
The superior networks of large chain businesses should be made the best use of and well protected for normal operation during critical hours and emergencies.
第四小句
及时发布商品市场供求和价格信息，稳定社会预期。
这句话逻辑很明显：稳定社会语气是“及时发布”的目的：to stabilize...
及时: promptly, timely
还是两种句式：增补逻辑主语+被动：
Plus, they should also promptly publish the supply & demand and the prices of goods to stabilize public expectations.
Information on commodity market supply and demand and price should be timely released to stabilize social expectations.
