The resistance arising due to the viscosity of the water is appropriately called “viscosity resistance” or often “frictional resistance”. The thin layer of fluid actually in contact with the immersed surface is carried along with it but because of viscosity a shear force is generated which communicates some velocity to the adjacent layer.
