今天拆解月初CATTI的内容，这篇是关于北京妇联的，先拆解上半部分。

北京市妇女联合会是北京地区各族各界妇女的群众组织，也是中华全国妇女联合会的地方组织。其基本职能是代表和维护妇女权益，促进男女平等。北京市妇联的最高权力机构是北京市妇女代表大会，每五年举行一次。北京市第十四次妇女代表大会2019年6月18日开幕。
过去五年，北京市认真贯彻男女平等基本政策，制定出台了一系列惠及妇女儿童的法规政策，大力实施妇女儿童发展规划，持续完善妇女工作的科学机制，领导和支持妇联改革不断取得新成效。当前，北京正努力建设国际一流的和谐宜居之都。实现这个目标，需要包括妇女在内的全市人民共同奋斗。
第一句
北京市妇女联合会是北京地区各族各界妇女的群众组织，也是中华全国妇女联合会的地方组织。
“是...也是...”的处理可以选择简单的并列：is..., and also a...
这句话当中有2个专有名词， 注意要查一下：
北京市妇女联合会Beijing Women’s Federation (BWF)
中华全国妇女联合会 All-China Women’s Federation
群众组织可以是mass organization，也可以是公民团体组织civil society organizations。如果这两个都想不起来，NGO在这个语境里也是可以的: non-governmental organization (a charity, association, etc. that is independent of government and business) 非政府组织（独立于政府或商界的慈善机构、协会等）
地方组织，此处意为“中华全国妇女联合会”的地方分支：regional branch of...
写两个参考译文：
Beijing Women’s Federation (BWF) is an NGO of women from all nationalities across all sectors in Beijing, and also a regional branch of the All-China Women’s Federation.
第二种处理方式：只选一个做表语，另一个处理到附属成分，在这种情况下，最好处理为插入语。这句话可以选择“北京地区各族各界妇女的群众组织”作为表语；“妇女的组织”可以适当增词，维护妇女权益、团结妇女群众的组织：
Beijing Women's Federation, a local branch of All-China Women’s Federation, is a mass organization that brings together women/safeguards the rights and interests of women from all walks of life and of all nationalities in Beijing.
第二句
其基本职能是代表和维护妇女权益，促进男女平等。
基本职能basic function，此部分可以处理到状语部分：as part of its basic function. 也可以用句型it is committed to.../it works to... 表示致力于做某事，这和“基本职能”要表达的含义是一样的。
男女平等：gender equality
先写一个译文：
As part of its basic function/commitment, BWF represents and safeguards women’s rights and promotes gender equality.
上一句话如果已经使用过safeguard，且此处“代表和维护”如果都翻译出来感到繁琐，也可以直接合并译为focuses on/is committed to.
又或者，我们可以把“基本职能”动词化，也就是这个组织一直努力在做什么：it works to...：
It works to protect the rights and interests of women and promote gender equality.
第三句 & 第四句
北京市妇联的最高权力机构是北京市妇女代表大会，每五年举行一次。北京市第十四次妇女代表大会2019年6月18日开幕。
机构，可以用organ

可以发现“北京市妇女代表大会”出现了2次，只不过第二次出现多了一个“第十四次”，所以当它第二次出现的时候，我们要把它简化一下。
“每五年举行一次”可处理为它的后置定语，遂有：
The Beijing Women’s Congress held every five years is the supreme authority of the Federation, and the 14th session was unveiled on June 18, 2019.
第五句
过去五年，北京市认真贯彻男女平等基本政策，制定出台了一系列惠及妇女儿童的法规政策，大力实施妇女儿童发展规划，持续完善妇女工作的科学机制，领导和支持妇联改革不断取得新成效。
这是个长句子，我们可以按照意群先把它做拆分。
第一小句：
过去五年，北京市认真贯彻男女平等基本政策，制定出台了一系列惠及妇女儿童的法规政策
“认真贯彻政策”是前提条件，可以放到状语的部分：committed to.../fully implementing。这样的表达是政府公文里的常客了。
“制定出台”这个动作作为主干部分。
主语：北京市
遂有译文：
Over the past five years, committed to/fully implementing the fundamental policy of gender equality, Beijing has introduced a series of regulations and policies on the woman and child welfare.
第二小句：
大力实施妇女儿童发展规划，持续完善妇女工作的科学机制，领导和支持妇联改革不断取得新成效。
这部分结构比较明显，后半句是“大力实施、持续完善”的结果，所以我们可以选择状语+主干的句式：
By doing... +主干
注意增补主干逻辑主语，应为“北京市”，鉴于上半句已经出现过了，可以用个替换词，比如：the local government。
“妇女工作”，可以是妇女事务，women’s affairs，也可以是work concerning women。
“科学机制”，何谓“科学”？我们在2021政府工作报告是怎么翻译出来的？（笔记持续更新中）中总结过，“科学”，要么是科学技术的科学science-based, scientific，要么就是“明智的、好的、现代化的”sound, good, reasonable, desired, modernized, etc. 在确定翻译之前，我们要先理解这个语境下的“科学”具体是什么意思。那么在这句话的语境中，应该是后者。
“支持...不断取得成效”，这个短语有两个动词（支持、取得），我们可以只用一个词fuel。
译文1：
By rolling out development plans for women and children and refining the mechanism for women’s affairs, local governments have led and fueled fruitful reforms of the Federation.
还有一种就是用很简单的句式结构，不去想什么状语+主干，直接并列，也没错。把“支持...不断取得成效”单独成句，此时除了前面的增补逻辑主语“北京市”，也可以转换主语为“妇联改革”，即“在北京市的领导和支持下，妇联改革不断取得成效”：under....
In the past five years, Beijing has fully implemented the basic policy of gender equality and adopted a series of regulations and policies for the benefit of women and children. The city has devoted great efforts to executing its development plan for women and children and continued to refine the modernized mechanism for the work concerning women. Under its leadership and support, BWF’s reform has yielded new results.
第六句&第七句
当前，北京正努力建设国际一流的和谐宜居之都。实现这个目标，需要包括妇女在内的全市人民共同奋斗。
“实现这个目标”，“这个目标”指的就是第六句的内容，所以这两句话完全可以融合到一起
第一个思路，把第七句处理到附属成分。
主语：北京
努力：strive to
和谐宜居之都： city of harmony and habitability
第七句处理为插入语：a goal that requires...
写个参考译文：
Beijing is striving to build a world-class city of harmony and habitability, a goal that requires the joint effort of all Beijing citizens, including/especially women.
