From my perceptive, the term-time holidays should be banned in that the merits of banning term-time holidays outweigh its demerits(提出中心论点,表明自己的看法）.
For one thing, taking tough measures on this kind of truancy is conducive to the normal teaching process, one of the key elements to guarantee students' academic performances. At school, the teachers have their own teaching plans and will not stop to wait for a particular student. The behavior that taking the child on holiday when school is in session will definitely disturb the order of the school. Moreover, once a growing number of parents follow suit, the level of truancy will dramatically increase(分论点一）.
For another, students' academic study should be given top priority. The irresponsible behavior of some parents who are not willing to sacrifice their schedules to meet their children‘s will not only make the children deviate from the correct track of learning but also in all likelihood make the children feel weary of studying, especially after a short holiday for nothing but leisure, relaxation and pastime(分论点二）.

Term-time Holiday Should Not Be Banned
As is shown in the excerpt(表明所写内容和材料紧密联系） that nowadays there is a growing tendency in taking term-time holidays in the UK. However, according to the Department for Education, parents will be prohibited from taking their children on vacation during term time（概括材料要点一）. Furthermore, teachers are to be abolished the right to "authorize absence" from classroom, because such holidays not only exert a negative influence on student's education but also increase the rate of absenteeism（概括材料要点二）. If possible, the government would impose sticker fines on parents and teachers and take tougher measures to bring down truancy to make education more academically rigorous（概括材料要点三）. From my perspective, the term-time holiday shouldn't be banned, and the following reasons can account for my viewpoint(提出中心论点,表明自己的看法）.
First of all, from the standpoint of students, a few days of travel will not seriously affect their learning, and the learning progress that is delayed can also be made up later. Condition permitting, students can apply the theoretical knowledge they have acquired to reality, rather than just talking about it on paper. Students can meet various people and have totally different expericnce, which can broaden their horizons and give them a clearer plan for the future(分论点一）. Moreover, not all parents have the time and financial resources to support their children in spending a wonderful vacation with them during normal breaks. Therefore, term time holiday is beneficial for such parents as it not only can save trouble but also help them to cultivate intimate relationship with their children(分论点二）.
Taking into account of all these factors, it is not difficult to draw the conclusion that the term-time holiday shouldn't be banned. More importantly, relevant departments should reduce the holiday burden on families. At the same time, parents and children should be given the freedom to choose whether to take term-time holiday or not(结论部分总结全文，重申中心论点）.
