4.0 定义

4.0 Definitions

4.1 建设工程:通过对各类房屋建筑及其附属设施的建造和与其配套的线路、管道、设备的安装活动所形成的工程实体。

4.1 Construction Project: It refers to the project entity which is formed through the construction of all kinds of buildings and their ancillary facilities as well as through the installation activities of their supporting lines, pipelines and equipment. 

4.2 评审:指由具有资格的人员组成的评审小组对设计和/或工艺所作的正式的、全面的、系统的、严 格的审查,并将评审结果形成文件。

4.2 Review: It refers to the official, comprehensive, systematic and strict examination on design and/or process made by a review panel composed of qualified personnel; and the review result will be documented.

4.3 施工图:具有资质单位出具的图纸等工程技术文件

4.3 Construction Drawing:It refers to engineering technology documents like drawings which are issued by qualified unit.

4.4 预结算:即施工图预算和竣工结算。根据施工图、定额、各项取费标准、施工组织方案、建设地区 的自然及技术经济条件等资料,按《建设工程预结算管理流程》编制的建筑安装工程造价文件。

4.4 Budget and Settlement: namely, construction drawing budget and completion settlement. According to the data including construction drawing, quota, charging standards of various items, construction organization scheme, natural, technical and economic conditions of construction area, they refer to the construction and installation project cost file which is formulated in accordance with Management Process for Budget and Settlement of Construction Projects.

4.5 进度款:根据施工进度所付的工程施工款项

4.5 Progress Payment: It refers to the project construction payment which is paid according to construction progress.

5 职责

5 Responsibilities

5.1 需求部门:项目初期输入工厂建设项目的相关需求,设计需求评审或在项目实施过程中提出需求变更。

5.1 Section of demand:inputs the relevant demands of plant construction project at the initial stage of project, reviews design demands or puts forward demand change in the process of project implementation. 

5.2 安全环保部:负责项目《建设工程项目环境影响报告》审批,开展安全(职业卫生)预评价审批,保密设施的设计及实施,并代表公司负责建设工程项目安全管理。

5.2 SSE: responsible for the approval of Environmental Impact Report of Construction Project for the project, examining and approving safety (occupational health) pre-assessment, designing and implementing confidential facilities and responsible for safety management of construction project on behalf of the company.

5.3 发展规划部:项目立项、预算审批。

5.3  BD&S:Project authorization and budget approval.

5.4采购部:负责供应商选点、对工程材料及设备核价(建立核价流程)。

5.4 Purchasing Dept.: responsible for supplier point selection and price verification of engineering materials and equipment (establishing price verification process).

5.5 财务部:负责工程款支付。

5.5 Financial Dept:Responsible for the payment of project funds

5.6 IT系统部:提供IT设计输入,形成设计文件,IT设施的实施,并纳入建设项目统一管理。

5.6 IT System Dept.:provides IT design input and forms design document; implements IT facilities and bring them into the unified management of construction project.

5.7 制造物流部PE: 负责组建建设项目管理团队,并负责报建、设计、施工、成本、验收等各项管理工作。

5.7 MSC-PE: Responsible for setting up construction project management team and responsible for construction application, design, construction, cost, acceptance and other management work. 

5.7.1 设计院:按输入需求进行设计,出具方案设计、初步设计、施工图等成果文件,按变更需求进行设计变更。

5.7.1 Design Institute:  designs according to input demands, issues conceptual design, preliminary design, construction drawings and other outcome documents, and makes design changes according to change requirements. 

5.7.2 施工单位:按国家、广东省、深圳市的建设工程行业相关标准,按合同进行建设施工。

5.7.2 Construction Dept:builds and constructs by contract in accordance with the relevant industrial standards of construction project of the state, Guangdong Province and Shenzhen City.

5.7.3 监理单位:按深圳市建设工程行业相关标准来监督管理施工安全、质量、进度、成本。

5.7.3 Supervision Dept: supervises and manages construction safety, quality, progress and cost in accordance with the industrial standards related to construction project in Shenzhen City.

5.7.4 造价咨询单位:按深圳市建设工程审计原则,根据蓝图编制施工图预算、进度款审核、以及竣工结算等工作。

5.7.4 Cost Consulting Dept.: Compiles construction drawing budget, progress payment examination and completion settlement, etc in accordance with auditing principles of construction project in Shenzhen and in accordance with the blueprint.

5.7.5 审批部门: 政府部门按深圳市建设工程有关规定对建设工程项目相关文件进行审批

5.7.5 Approval Dept.: Government department will examine and approve the relevant documents of construction project in accordance with the regulations of Shenzhen related to construction project.

6.0 程序

6.0 Procedure

6.1  项目立项

6.1 Project authorization

6.1.1发展规划部按《新项目投资控制程序》立项,并组织公司各部门成立“建设工程项目团队”,人力资源部发布人事任命通知。

6.1.1 BD&S is responsible for project registration and authorization in accordance with New Project Investment Control Procedures and organizing various departments of company to establish a “Construction Project Team”; HR Dept is responsible for issuing personnel appointment notice. 

6.1.2 发展规划部组织建设工程项目组依据《CAPSAP11-5-008A 建设工程政府审批流程》编制《项目立项报告》,制造物流部PE组织建设工程项目组《建设工程水土保持方案》,报送政府相关部门审批,取得《建设工程项目立项核准意见书》及《建设工程水土保持方案批复函》,并负责过程管理及验收工作。

6.1.2 BD&S shall organize and establish the project team and compile Project Authorization Report in accordance with CAPSAP11-5-008A Government Approval Process for Construction Projects; MSC-PE shall organize and establish the construction project team and compile Soil and Water Conservation Scheme of Construction Project and submit it to the relevant departments of government for approval; shall obtain Opinion Letter for Approval of Construction Project Authorization and Reply to Soil and Water Conservation Scheme for Construction Project and be responsible for process management and acceptance work. 

6.1.3安全环保部负责编制《建设工程项目环境影响报告》,报送政府相关部门审批取得《建设项目环境影响核准意见书》;并按照政府安全(职业卫生)评价的规定,编制《安全(职业卫生)预评价报告》,并向政府部门申报,取得核准批复,并负责过程管理及验收工作。(安全部应建立相应程序)

6.1.3 SSE is responsible for compiling Environmental Impact Report of Construction Project and submitting it to the relevant government department for approval and obtaining Environmental Impact Approval Opinion Letter for Construction Project; compiling Safety (Occupational Health) Pre-assessment Report in accordance with the provisions of government safety (occupational health) assessment, reporting to government department and obtaining reply to approval; and responsible for process management and acceptance work.(Safety Dept shall establish the corresponding procedures)

6.2  土地购置

6.2  Land purchase

6.2.1制造物流部PE组织建设工程项目组依据《项目立项报告》的选址意见,按照《深圳市土地交易市场管理规定》在交易中心通过竞购方式取得土地使用权,签订《土地使用权出让合同书》,负责土地规划及管理。

6.2.1 MSC-PE shall organize a construction project team in accordance with the site selection opinion in Project Authorization Report, obtain land use right in transaction center through competition for acquisition in accordance with Administrative Rules of Shenzhen Municipality on Land Transaction Market and sign Contract of Land Use Right Transfer, and be responsible for land planning and management. 

6.2.2制造物流部PE办理《建设用地规划许可证》

6.2.2 MSC-PE shall transact Construction Land Planning Permit.

6.3  项目设计及政府审批

6.3  Project design and government approval

6.3.1制造物流部PE组织设计院及各部门进行技术交流,按照《CAPSAW11-5-010 建设工程设计会审作业指导书》形成完整的方案设计文件、初步设计文件、施工图设计文件。

6.3.1 MSC-PE shall organize Design Institute and various departments to exchange technologically and form complete conceptual design document, preliminary design document and construction drawing design document in accordance with CAPSAW11-5-010 Operation Instruction for Joint Checkup of Construction Project Design.

6.3.2制造物流部PE依据《CAPSAP11-5-008A建设工程政府审批流程》办理方案设计报审、取得《方案设计批复文件》,并获得《建筑物命名批复书》及《核准开设机动车道路口复函》。

6.3.2 MSC-PE shall report conceptual design for approval in accordance with CAPSAP11-5-008A Government Approval Process for Construction Projects, obtain Reply Document for Conceptual Design, Reply to Building Naming and Reply to Approving to Open Motor Vehicle Intersection.

6.3.3制造物流部PE依据《CAPSAP11-5-008A建设工程政府审批流程》办理初步设计审批,取得《初步设计审查意见书》、《消防审查意见书》、《民防初步设计审查意见书》、《节水用水评估》、《桩基础施工图审查审合格书》、《建设工程桩基础规划许可证》。

6.3.3 MSC-PE shall transact preliminary design approval in accordance with CAPSAP11-5-008A Government Approval Process for Construction Projects, obtain Review Opinion Letter of Preliminary Design, Review Opinion Letter of Fire Protection, Review Opinion Letter of Preliminary Design of Civil Defense, Evaluation of Water Using and Saving, Certificate of Acceptance for Review of Pile Foundation Construction Drawing and Pile Foundation Planning Permit for Construction Project.

6.3.4制造物流部PE按照《公司非生产性物料采购流程》完成桩基工程、建设工程监理采购,并办理《桩基工程建筑施工许可证》。

6.3.4 MSC-PE shall complete pile foundation engineering and construction engineering supervision and procurement in accordance with Purchasing Process of Company for Non-production Materials and transact Construction Permit for Pile Foundation Engineering.

6.3.5制造物流部PE按照深圳市有关规定办理施工临时市政路口、用水、用电等报批手续,审批通过后,桩基础工程供应商向监理申请开工,监理公司依据国家相关规定对工程项目实施监理。

6.3.5 MSC-PE shall transact the procedures for approval of temporary municipal road junction, water and power utilization for construction, etc. in accordance with the relevant regulations in Shenzhen City; after the approval is passed, pile foundation engineering supplier shall apply for commencement to supervision company, the latter shall supervise the project in accordance with the provisions of relevant laws and regulations of the state. 

6.3.6 桩基工程结束,监理公司按照有关法律法规组织桩基工程验收,取得桩基工程验收合格文件。

6.3.6 After pile foundation engineering is over, the supervision company shall organize pile foundation engineering acceptance according to the related laws and regulations and obtain the document for passing the acceptance of pile foundation engineering.

6.3.7 制造物流部PE依据《CAPSAP11-5-008A建设工程政府审批流程》采购施工图审查供应商,施工图审查机构负责施工图审查,审查合格出具《建筑工程施工图审查合格书》及相应成果文件;

6.3.7 MSC-PE shall purchase construction drawing and review suppliers in accordance with CAPSAP11-5-008A Government Approval Process for Construction Projects; construction drawing review body shall be responsible for reviewing the construction drawing and issuing Certificate of Acceptance for Review of Construction Drawing of Construction Project and the corresponding result documents after the review is qualified;

6.3.8制造物流部PE依据《CAPSAP11-5-008A建设工程政府审批流程》办理完成“消防设计备案”、“节能设计备案”、“施工图设计防雷审批”,“建设工程规划许可”等。

6.3.8 MSC-PE shall transact and complete “Filing of Fire Protection Design”, “Filing of Energy Conservation Design”, “Lightning Protection Approval for Construction Drawing Design” and “Planning Permission for Construction Project”, etc. in accordance with CAPSAP11-5-008A Government Approval Process for Construction Projects.

6.4  预算编制

6.4  Budgeting 

6.4.1 预算单位依《深圳市建设工程造价管理规定》编制施工图预算。

6.4.1 Budget Dept. shall compile construction drawing budget according to Administrative Regulations of Shenzhen Municipality on Construction Project Cost.

6.4.2 住房和建设局审核通过《施工图预算书》。

6.4.2  Housing and Construction Bureau will approve Budget Statement of Construction Drawing through examination.

6.5  采购选点 

6.5  Point-of-purchase selection

6.5.1采购部按《CAPSAP16-001非生产性采购流程》及《工程建设施工招投标管理办法》选定监理、施工等工程相关供应商;

6.5.1 Purchasing Dept. shall select the suppliers related to supervision and construction engineering in accordance with CAPSAP16-001 Non-production Purchasing Process and Administrative Measures for Bidding and Submission of Tendering for Construction Projects;

6.6 施工许可审批

6.6 Approval of construction permit

6.6.1制造物流部PE依据《CAPSAP11-5-008A建设工程政府审批流程》办理完成《深圳市建设工程视频监控系统租用协议》、《施工现场燃气管道及设施安全保护协议》、《建筑工程施工许可证》等。

6.6.1 MSC-PE shall transact and complete Lease Agreement of Video Monitoring System for Construction Projects in Shenzhen, Agreement of Safety Protection for Gas Pipelines and Facilities on Construction Site and Building Engineering Construction Permit, etc. according to CAPSAP11-5-008A Government Approval Process for Construction Projects.

6.7  施工与付款

6.7  Construction and payment

6.5.1 安全部负责建设工程安全管理工作。

6.5.1 Safety Dept is responsible for safety management work of construction project. 

6.5.2施工单位按《建设工程施工合同》施工。

6.5.2 Construction Dept. shall construct according to Project Construction Contract.

6.5.3 监理单位按合同进行施工安全、质量、进度、成本等进度管理;如无监理单位,由制造制造部PE负责工程的管理。

6.5.3 Supervision Dept shall manage construction safety, quality, schedule and cost, etc. according to contract; if there is no Supervision Dept, MSC-PE is responsible for project management. 

6.5.4施工单位按《CAPSAP11-5-009A建设工程进度款管理流程》申请并取得进度款。

6.5.4 Construction Dept shall apply for and get progress payment in accordance with CAPSAP11-5-009A Management Process of Progress Payment for Construction Project.

6.6  竣工验收与移交

6.6  Completion acceptance and handover

6.6.1 施工单位编制竣工图,并经监理单位,制造物流部PE,设计院审核通过。

6.6.1 Construction Dept shall compile completion drawing, which shall reviewed by Supervision Dept,MSC-PE and Design Institute.

6.6.2 工程项目完工,资料齐全,监理单位组织深圳市质量监督站完成建设工程初验收。

6.6.2 After engineering project is completed and data is complete, Supervision Dept shall organize Shenzhen Quality Supervision Station to complete the initial acceptance of construction project.

6.6.3制造制造部PE组织“建设工程竣工验收备案”及《建设工程水土保持方案》验收,安全环保部组织完成《建设工程项目环境影响报告》及《安全(职业卫生)预评价》验收工作。

6.6.3 MSC-PE shall organize acceptance of “Filing for Completion Acceptance of Construction Project” and Soil and Water Conservation Scheme of Construction Project,SSE shall organize to complete the acceptance work of Environmental Impact Report of Construction Project and Safety (Occupational Health) Pre-assessment.

6.6.4施工单位编制竣工决算,造价咨询单位审核竣工决算,并报造价站审定作为工程款支付依据。制造

6.6.4 Construction Dept shall compile completion settlement; Cost Consulting Dept shall review completion settlement and report it to cost station for approval as the payment basis of project funds. 

6.6.5竣工验收后,制造物流部PE将工程移交给使用部门。

6.6.5 After completion acceptance, MSC-PE shall hand over the project to the user department. 

6.6.6竣工验收后,施工单位提供《建设工程质量保修书》,CAPSA按照合同约定支付97%工程款,保修期结束后支付剩余工程款。

6.6.6 After completion acceptance, Construction Dept. shall provide Quality Warranty Certificate of Construction Project, CAPSA shall pay 97% of project funds as agreed in the contract and pay the remaining project funds after the warranty period is  over.

7.0   General Rules

本流程未尽事宜,按国家、广东省及深圳市建设工程相关法规执行。

The matters not covered in this process shall be implemented in accordance with the laws and regulations of the state, Guangdong Province and Shenzhen City related to construction project.
