TERMS OF REFERENCE 

 

Consultancy to support Chinese Translation

Consultancy reference number: CCD/22/ERPA/C/10 

Background

 

Established in 1994, the United Nations Convention to Combat Desertification (UNCCD) is the sole legally binding international agreement linking environment and development to sustainable land management. The mandate of the Convention and its 197 Parties is to support “a future that avoids, minimizes, and reverses desertification/land degradation and mitigates the effects of drought in affected areas at all levels – and to achieve a land degradation-neutral world consistent with the 2030 Agenda for Sustainable Development.” 

 

The fifteenth session of the Conference of the Parties (COP15) of the UNCCD will take place from 9 to 20 May 2022 in Abidjan. In lead up to the COP15, multiple policy-relevant publications will be disseminated for the consideration of Parties regarding key issues for combatting desertification, land degradation and drought. Objective of consultancy The final expected output from the International Consultant will be to produce translation of three products from English to Chinese. 

 

Duties and Responsibilities: 

 

Under the overall supervision of the Chief, External Relations, Policy and Advocacy (ERPA) unit of the UNCCD and the direct supervision of the assigned officer, the consultant will support the translation of policy-relevant publications from English to Chinese. 

 

– Specific tasks of the consultancy include the translation and proofreading of three publications and related communication materials as appropriate. 

– Professional and accurate English to Chinese text translation services, including but not limited to: 

• briefing books 

• documents and/or files published by UNCCD 

• summary’s. 

– Ensure that the translation text is technically, linguistically and grammatically correct, error free and it should meet high quality standards, and would not need further editing after completion of translation; 

– Provide accurate and timely translation to the satisfaction of UNCCD standards; – Observe confidentially and refrain from divulging any information about the content of the text; 

– Return the original of the documents to UNCCD after completion of the services; 

– Translation shall be done within agreed deadlines; 

– The translated materials should be provided to UNCCD after completion of the required services in a hard copy and a soft copy;

– The documents translated remains the copyright of UNCCD and should not be shared to any third party. 

 

Deliverables 

 

Key deliverables are ttranslation of three products from English to Chinese: 

1. Summary for Decision Makers (Global Land Outlook 2), approximately 8,000 words 

2. Technical guide on tenure and land degradation neutrality, approximately 30,000 words 

3. Summary for Decision Makers (Sand and Dust Storms), approximately 13,000 words 

 

Contractual terms 

 

The service of the selected consultant is estimated to be for a period of 2 months subject to satisfactory progress in the preparatory activities identified under these terms of reference. This contract is based on deliverables and payment is defined by outputs. The consultancy is home based, start date as soon as possible. All products resulting from this contractual arrangement are the exclusive property of the UNCCD. 

 

Requirements 

 

• A First degree in translation, writing, linguistic or related fields and/or a minimum of 10 years of progressive translation/interpretation experience 

• Master’s degree in translation & interpreting or related fields is considered an asset. 

• Language Certification from an accredited professional language institution is considered an asset. 

• Minimum of five (5) years of experience in interpretation/translation, writing, editing, selfrevision, proofreading and/or production editing is required. Out of the five (5) years, three (3) years of experience working within a multilingual setting is desirable. Three (3) years of interpretation/translation/editing/writing experience for the UN system or other international organization is preferred.

• Strong communications skills 

• Demonstrated ability to communicate complex topics in clear and simple way • Excellent reading, writing, editing, research, and proofreading skills; 

• Strong organizational skills and the ability to multi-task; 

• Attention to detail is crucial; • Ability to work under pressure and meet strict deadlines; 

• Ability to produce a high volume of quality content; 

• Knowledge of UN acronyms and terminologies 

• For this consultancy fluency in English and Chinese, verbal and written, is mandatory. 

 

Special notice 

 

Only individuals who can act as independent, individual economical operators are qualified to apply. Individuals who can provide their services only on account of an institution or enterprise not in their individual capacity are not eligible under this procedure. 

 

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations Secretariat and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultant and individual contractor is responsible for determining tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The deadline for applications is 28 February 2022. Only applications submitted by the deadline and with complete documentation will be taken into consideration. 

 

Due to the volume of applications received, receipt of applications cannot be acknowledged individually.
